Information technology sounds like the seal has cleaved and would need repair if possible
I'grand wondering if these are double pane or storm windows. When the seals bankrupt on out thirty-year-old windows at that place was condensation between the glass, no bugs or webs. Just sayin'... are you certain these aren't (old-fashioned) storm windows and non double-pane?
Broken (double-pane) seals require window replacement.
Storm windows - remove, audit, clean, repair, store or supersede depending on the flavor.
Double hung windows (far out possibility)? Tip out the lower pane and clean.
If in that location is dirt or webs between the two pieces of glass, then the seal has been cleaved and the vapor has been compromised. They are no longer energy efficient. In that location is not supposed to exist any way bugs or dirt could go between the drinking glass. I'm sorry to say that in that location is no way to clean between the glass.
I have checked also, considering I have cloudy spots on my french doors. The but way is to have someone come out and replace the window function of the door because the seal has been cleaved and the gas they fill them with has leaked out. Can't afford that right at present, and then I'll just have to live with it for a while longer.
The seal has been compromised and the glass panels will need to be replaced non the whole window. I Know Ace Hardware sells double pane glass panels. They too install. I replaced many double drinking glass panels when I was a maintenance supervisor at a nursing domicile.
